The EU adopts the new digital performance indicators in healthcare: Electronic medical records for all

June 30, 2023 marks an important step for the digitization strategy of the European Union.

The President of the European Commission Ursula Von Der Leyen has adopted the digital targets for the decade 2030, with a decision that sets the fundamental objectives in the area of digital infrastructure and public services of all Member States.

Among the selected key performance indicators (KPIs), the decision involves fundamental elements of public access to electronic health records, which will be measured in terms of: electronic health records, to be measured as:

  1. availability for all citizens,through a patient portal or mobile app, including additional measures that will also allow specific categories of persons with additional measures including additional measures that will also allow specific categories of persons (e.g. guardians of minors, people with disabilities or the elderly) to access their data;
  2. percentage of people, able to obtain or use their own minimal set of health data, currently held in public and private electronic health record systems

This is an important step that will produce practical benefits in terms of transparent information made available to all Italian citizens. The implementation of these indicators will represent the progress of a broader agenda in the field of digital health, which will see its technical coordination point between the Ministry of Health, Regions and Autonomous Provinces through the establishment of the new National Digital Health Agency (DHA), whose role will be covered by the National Agency for Regional Health Services (AGENAS)

It is now up to the Member States to adopt the national roadmaps by 9 October 2023.

It is expected that the operating standards set by the DHA can quickly produce permanent benefits for all users of the National Health Service, to be monitored on a regular basis throughout the country, whose state of implementation will be promptly monitored by the Transparency Portal.

Towards a digital decade that will combine the availability of innovative tools in healthcare with the humanization and understanding of the real needs of the person.
